What's actually on the land
Palmetto and brush are cheap. Mature pine and oak with root balls are not. Density and diameter drive most of the cost.
Stumps: grind, pull, or leave
Leaving stumps is cheapest. Grinding is mid. Full removal with root balls is the most expensive but necessary for foundations and pads.
Where the debris goes
Mulching on site is cheapest. Burning requires permits and the right conditions. Hauling to a facility adds trucking and tipping fees.
Access
If equipment can't get in, an access road has to be cut first. Landlocked or narrow-frontage parcels cost more to start.
Permits and protected trees
Duval County and the City of Jacksonville protect certain trees and wetland buffers. Mitigation or permitting can add cost and time.
